Yes, and often we do. You own the files and you are free to take them to any development team; we will brief them ourselves if it helps.
Yes, when the budget allows it — five moderated sessions catch most of what matters. Where it does not, we run a heuristic review and say plainly that it is the smaller version.
Yes. Every design is checked against WCAG 2.2 AA for contrast, target size, focus order and keyboard use, and the notes are handed over with the files.
